Delete an empty project

Deletes a project that holds nothing: no sandbox that is not deleted, environment, environment template, active agent session, repository, MCP or skill connection, resource allocation, pending egress change or volume. Its members and invitations go with it, and so do its closed agent sessions. Its deleted sandboxes stay, with their usage and billing records, and let go of the project. Needs project.delete (owners and admins); audited as project.delete. API keys cannot call it.
